Sadly that is not possible right now, once the game closes you can't record packets, so make an emulator from a game that is not running anymore is almost impossible.

Without packets its almost impossible to make an emulator. What the server sent is lost forever, and that information is not on the client, so there is not any way for emulate it.

Well, if all the 'reference data' is stored in both the client and the server, it's quite possible to do it if you have good knowledge about RE.
Even then, it would take you A LOT longer than if you'd have a running server.

Well, you could find all the reader functions in the client and extract all the packet structure manually. Ofcourse that would require ALOT of guessing, but still, it's possible. :P
