Its not a programm, you need to turn something into japanese then make a char...

Because I was in the same situation but i've find by myself but *** knows it was hard^^ so here the pics for you guys, my pc is in french language and its windows xp but i think its not so different:

Install the language package (you need windows CD or search google for without)


Then turn the language into Chinese ( ur PC will stay to the same language don't worry)
