Oh, something i almost forgot HexCon LOIC can be set automacally from a "server" there's a new version released by the members of Anonymous, when you download it and execute it, Anonymous has the option to Remotely activate it so, the "Kid of 13-15" year old will be able to even Be part of the plan because technically he will just need to be in time for the attack when he executes it the server (The attacker) will activate the "Lazers" and configure it remotely for everyone.

So even a kid of 9 year old can be on the attack and he wont take any responsibility for just executing an .Exe.
