1.the original serverfiles cost thousands of dollers
2.they want give it to you becouse when t´hey sell files too much of people it will be much of p servers too the "original" sro will lost they player than and joymx lost a lot of money when you want the server files you shoud have connections to Joymax if you dont have connextions you can forget it so play on other servers or get an emulator .

They cant release files because it has to be some kind of agreement between both parts... I mean... Joymax sell the files to you in X amount of $ but you cant release them neither in order to not get sued by steal copyright or something like that i guess... In other words its like what happened to ecsro (not exactly though)
