When you have zero basic knowledge let it be.
Otherwise you can play with vSro files

Hey im new Sro Coder and rly want to learn it... my server is running with no lags or errors.
How i can Set things like LvL Cap, EXP Bonus, Server Name and other things?
Is there any tutorial for Settings like that?

You don't need coding or to be more specific 'debugging' skills to do these stuff. It's all server cfg and inis for server name and _RefLevel to set the max level and you're done.
