What's the point of an emulator on this old *** game?
I am just curious on your intentions, as that's a large project, where as you could just modify server files, which are easier and stable.

First install mysql 5.1
any later install MySql .net connector 5.2.5
both program installed after install navicat and create new database
entered database name after right click table here and press "execute batch file" select "emulator.sql" and push to start
Success Database Loaded.
