1. Kill a horse.
2. Scan it with a 3D scanner.
3. Convert the model and texture to use polygons.
4. Add bones to the model.
5. Convert the model and texture to Joymax format.
6. Replace an old horse's model and texture with your new model and texture.

If you want to add new horses you could probably add them in the itemdata text files. To change the horse itself you could probably take the .ddj texture file of the horse and change the color or something else and add it to that new horse.

I don't know how this exactly works but this might give you an idea of solving it.

To add new horses you can edit an old one.
Edit the .ddj, create new .bsr, .bmt, etc ...
If the horse is completly new add it to chardata and itemdata
