Does anyone know how the USF or PSF caculate the sp recharge? does they caculate by exp get in game or how many time we on game or what ever.... can anyone answer this....... i really want to know .... can someone help plz.....

I think it comes from your kills after a battle...

Try it
Try 1 kill in 1 battle then see your recharge only increase for 1 pixel, then try 10+ kills and see your recharge increase faster.

Your SP earnings are influenced by the number of your kills in a game, whether you win or lose the game, and how long you play the game.
