it has something to do with the country you are currently in, i can see paysafecard as an option, and my australian friend can't if we log on the same account .

well i dunno what the problem is but my best guess would be as most ppl said , the country registered with the account.

but since you can use it on your other account then you can just buy silk on that account and transfer the items to your main
