In this video, the player has english name. How did he do it?

This isn't an english name.
Some cyrillic letters are written same as the normal letters.

those are russian characters (letters)....

strange, i had nickname with only russian letters same as he, but nickname didnt made sense for russians so they banned me... what exe means for russians? silkroad.EXE or what?

wrong that name is alowed , and even if he bought lots of silk he can get banned too ^_^
