It can be for many reasons, but it is most likely a temporary IP ban.
That occurs when you are trying to login to the server with more than 2 concurrent connections on the same IP, or if you keep repeatedly pinging the gateway/agent (can be from continuously opening and closing the game).
If it doesn't resolve within a few hours/days, I suggest you to use a proxy or VPN.
