remember: they're only doing it to OVERCLOCK their cpus
the main point why you think that the temperature decreases performance is just a simple feeling. but in fact the core doesn't work all clocks it should workif it'S getting too hot. simply to avoid getting even more hot.
here's a nice article about it:
the meintioned cpu is a P4, but the technology applies to all modern cpus.
so this isn't quite performance-loss if you go over 65°C (and that's a lot)
btw.. defragging the hdd doesn't help shit
why? what happens if you un a program??
it loads the necessary files into the RAM, and that send the data to the cpu-gpu.
Loading times would be about 200ms more then usual. but hdd defragging doesn't have anything to do with rendering performance
the game doesn't need to load new textures all the time since it has built-in 512megs of VRAM, and additional 4gigs of ram for the rest that doesn't fit into the vram
another thing. he bought it as a built-up pc. i don't think that his cooling sucks since manufacturers do care about sufficient cooling to avoid getting burnt pcs as RMA's

i never used such crap in my company, and all +/- 500 machines i take care about DO RUN FAST!
really.. TuneUp.. "tuning" your pc to start-up about 50ms faster?
the onl experience i had from tuneup was that the fucking program took my administrator-rights away. even if i was an admin..
either it's me who has a way too responsible job and is too dumb to believe in those "miracle programs", or it's just my machines who are configuring themselves as they should (Automated Optimizing) ^^
