Question about quest

Hello guys is someone here that could help me?

I have a problem with Sea of reasearchment Quest from Governor Semnute in Alexandria North (the one who give you EGY A Weapon)

The NPC will not give me quest.I collected all talismans but no quest to Semnute NPC

i checked database
refQuest/refquestreward/refquestrewarditems all is fine all services to that quest are active

Pls help me.Thank you!

This quest was removed years ago as far as I know. I have also tried finding it, but no luck. Last time I saw it was around 2014 I suppose. (I am not 100% sure. Do not take my word)
