Union Party not working?

Both guilds are lvl 5.
We are both guild masters and both have union party tickets.

When i press "P" and click the union party tab, everything is grayed out (invite, set, leave, dismiss).

How to use that union party?

It does not even matter if you are guild master or even in a union.
Just make sure you are the party leader.
Then invite the other party leader and there you go.

im the pt leader in both parties and it still aint working

In that case your are doing something wrong.
