What i heard, they spawn pretty random, and when they get spawned their lvl depends on the area where they spawn

Every other uniques spawn points, I think. For example, get a map of where TG spawns, all the spawn points will have a White Knight lvl20, and soo on.

Not "every 3-4 hrs", it's when the Snow flake counter reaches a certain number.
