Server Runtime Error

Hello all you coders out there i got a good one for you all to try and help me figure out ....lol

ok first lets start off with the basics the database and client are all from here >


and its install on personal PC with windows 8 and setup the server.cfg exactly so i know its working right , we have the OCDB setup 100% correct , and the DB_Connect.asp setup and everything else is working just fine , the Certafication.bat is correct and we have extracted the Data.pk2 into the server folder and Gamref into the SMC ....soooo
here is the problem when everything is start everything load just fine and everything works great but when you open the SR_Gameserver.exe it loads to about 90% then crashes with Runtime error then closes , and you can not log into the SMC to evern get the version of the client or load any tabs.

any suggestions would be great , Thanks
