Sro Vista bug

Good evening to all...
I want to ask you one problem.
I have a vista bug in sro, I see only squares :S
I know that I must download language pack, but I can't start Control Panel, so I can't make the automatic updates, can anyone tells to me what I can do? :S

if you don't see the symbol above this line then you need East Asian language pack.

I can't see letters in sro :S
Like weapon name...stats etc

EDIT:language packs can be automaticly installed if you have Windows Vista Ultimate.
