Ok I heard from someone that having a magical balance over 100 percent for euro's does not increase the damage you do is that true?

And if it is true then why so Pure Euro's

theres only phy or magic dmg weapons and only phy or mag dmg skills
where the hell did u get that over 100% balance doesnt icrease dmg?i doubt that
