Problem With SRO [FIRST TIME]

hi all, this problem not for me but for my friend. He's not n00b play sro long time but this problem first time for him.

so this is him post from other forum with problem.

Hi, i have a problem with silkroad ... I was starting the game and it's just not working no error nothing ... same was with other games .I thought it's something wrong with runddl.exe so i changed it to new ,and still same but now cmd window appears and nothing .. but Launcher works. i Tried to reinstall my windows and Format C but Still same ... i can't reinstall sro because exe not working .

may be directx is the problem try to install new update from microsoft
