What lvl guild emblem

hi guys

i know its a stupid question but i just dont know what lvl the guild has to be for an guild emblem lvl 4?

Lvl 2 >> guild storage one page

Lvl 3 >> guild s. 2 pages ( mercenary ) >> old

Lvl 4 >> emblem and 3 pages

Lvl 5 >> Union emblem
