They haven't changed policy on that part, people who bot and buy silk are as safe as they can be. Banning a paying botter often means that Joymax lose money due to the customer performs a chargeback.
Joymax sometimes announce that they are about to ban a lot of botters, but it is always limited to goldbots who doesn't give anything back to Joymax - other than taking up spots - spots that could be occupied by paying botter for example.
In addition, Joymax must officially appear as they dislike all botters, in order to keep the segment 'legal players' around and feed them a little hope that someday all bots are banned and gone.
To sum up: it's the same ol' story - nothing has changed since 2005.
