Server isn't closed then? You forbid access to the server and kick all the players.

maybe Turn off the loggin service but this shouldn't be the right method there is a better one for sure.
Ban all the players make a list of the banned players first and reverse all back

test it on your local network then or local machine(127.0.0.1) it's better to have a test server than forbid access to all the players

on official they do it during maintenance

we have solution that..
the always we do
-first is to turn off website so can't register the new player.
-2nd set all players account status to -5 or other status that can't login ingame
(you can use sql query for that) then back the normal status when the maintenance is done.. same sql query too but change the status to 0

status id is to define if player is banned or not too right? He needs to make a backup of his list

yes its up to you if you want to backup..
you can use this query so its easy to change

or kick all players from game n try /vchkon in ps_login
