Change Cooldown of an Item

MAybe any1 knows how can i change the Colldown of a rune of teleport?

Or gererally any cooldown from an item?

Change ReqIg in dbo.Items to 0

so if i change to 0 = no cooldown?
And if i change to 600 = 5 Minutes?
