Hello... I would like to know how can you set a player that he can spawn MOBS.. and nothing else. No blue name no moving/summoning or making items. ( I mean which Rank of Admin/Status )

No, there is no rank that allows someone to only spawn mobs. If you give them rank 84 they can also silince and kick.
