Its not going to be a public IRC server. Its probably one he has setup himself, as a gateway to control other computers to launch the attacks from. Like a mini-botnet.

MANY psyBCN
IRCD Servers = There is NO official then is LEGAL or something.
MIRC= Illegal Chat made by hackers so others use it
