[Release]SkillLevel 9+ Fix

Hi guys,
I saw that for now all EP6 servers are still with limit Lv9, then I tried to fix it using the lilprohacker's script released here years ago.
To fix this you must:

• 
• Run "Skills Shaiya PT.sql" or any other EP6 Skill
• Run "usp_Read_SkillMaxID_R.sql"

Then start the PS_Game and activate the script that is in CT file.

The greatest credits for this must be given to lilprohacker.
