Hello how much exactly do you need atleast an estimate for setting your server up open to public, from hosting and website, and vps etc... anyone have a clue? i am planning to buy complete done files but i need informations for setting it to public

You can't launch a proper server that's halfway decent unless you spend $2000 +.

When someone sells you db files? are they backed up db files or they're original files? because i know theres one you create from scratch and then theres back up files that you just attached
