your PS_Billing database had an error and is in recovery, causing those loadbillingitem errors. some of those stored procedures are coming from PS_GameData but aren't able to read the tables in PS_Billing because it's in recovery. after a while, they will just time out...

something went wrong with your PS_GameDefs database also and put it in recovery.

you should've been able to see this in SSMS... i'd restore the PS_Billing and PS_Gamedefs from backups.
