How to put Timer in Script CT?

I wanted to know how to add a timer to a script of mine, to complete a project, but I did not find a way that I can fully understand, maybe with some help I can get.

example: I want one address to modify to another in a certain time
* mov [ebx + 148], (int) 100 in 10 seconds it modifies to mov [ecx + 1C], 1

You can use the standard function to get the time in ps_game 0x004E1A50, or use the standard windows function GetLocalTime. The function 0x004E1A50 looks like this.
