Login only when char is level > 30

Hello. I'm trying to make a script when you log in into the member panel, you need to have a char atleast level 30. If you doesn't have one, it's say "You need to have atleast one char level 30." and if you have one then it work, if someone can help me with skype or anything, tell me plz.

Hello, thanks very much for you help, appreciate it, but my script to login is based on PDO, and I want to add a note when your char is less than level 30, can you help me with Skype ? :/
