There already are quests which require you to kill the opposite faction members, for example the quest that starts in Karis Castle, at the Legendary Mithril dude. Check it out and do the same for your quest. Note : Shaiya Studio's interface doesn't provide support for such type of quest, so you're gonna have to do it in .CSV.
