How to fix the Vet Manager

I am trying to figure out how to fix the Vet Manager so where players would hit Pink Star can get the 299 stat points and we can reset there kills but NOT reset the Vet Manger so they don't get another 299 Stat points. I know some servers have this done like League of Shaiya and I just don't want a player who has been reset 10 times to be way to strong for a new player to kill.
