Just as it says here

its trying to find the Ps_Game.pdb tough it cant be accesed search for the file in your server files. cant find it? make one.

Simply open notepad and save as Ps_Game.pdb put it here :
D:\ShaiyaServer\PSM_Client\Bin\

this is just what worked for me any other problems please report or message me

There have been plenty of different posts (located in already existing threads) showing this error; therefore, enough people have stumbled across this error in the past, and is worth having the resolution for them

Uhm Hootzoo just to tell u if u search it on google. you'll see some results from Epvpers. tough this error might not be known so much,i did found out how to fix it and its probably the best way to share it to other people who dont know how to. to let other people get on with their servers. its always nice to do something back to the community

Thank you for your response Andrei. The link didn't solve the problem, but it did help to confirm my suspicion that this error has something to do with manipulations to skills I started to test with, after I got the server up and running (with respects to Teddy).

Yes, the error has to do with skills, or rather the npcquest.sdata in your server files. Make sure that it matches the one in your client and that it is either encrypted or decrypted. Try it both ways. Can't remember which one that it has to be. Also check your killstatus.sdata both client and server-side.

Thank you oasis1984, that must be it because I was changing those around to follow the "lonewolf" series books. I must have messed it up during the encryption/decryption process as you indicated. I didn't get too far though, so last night I finally decided just to scrap it all and start from a clean server. I've been trying to figure this out for weeks, but at least now I know what to watch out for when I get back to this point. Thank you again for your help.

i have the same 1 but only hit 1 mabe 2 times a week. if this have to do with skills or even npc skills i been running them both, but if some then want to crash the server it's just change that and they can? should be some kind of dc not server crash we could make?

my npcquest.sdata is decypted in server files. the npcquest is same in client but then encrypted. i run skills.sdata and put it in client, same with npcskills.

but if some in there is a problem it should give error to the player not the server is what im trying to say. or who ever you want can just login with a messedup client and kill the game? have to be a better way for the serve to handle it?

I have ep 6 server or 5.9 as it's called. pet's and costumes and so on but not wings kind
