I have been playing Private servers for 7 years now and I have spent thousands of euros on them.
I enjoy this game, I love the community, but I despise sever admins. I don't trust them, I believe they are greedy people and they are not true fans of this game. They only host servers to gain quick cash and when they are not making any profit, they shut their servers down and start again for profit.
I'm a true fan of this game. Making money from it is completely off the table for my idea. Regardless how much it costs to maintain it. Make a free donation poll on the main page of website. Players who value their time and progress are sure to help out even if it is very little. In return they get recognition, such as names on their (already farmed) items or something that does not effect the game or any progress of his character. Something visual he can flash around to impress the ladies.
I have some ideas for when I host a server but right now I need to learn how to secure one before hosting. I might not even be able to ever host one but a man can dream.

My idea is to make end game items hard to get and semi end game items easily farm-able. So that all players can get strong from the start and are able to PvP and yet have a progress to make in the long run. To sum it up, players will attain Legendary Gear, Weapons, Lapis 5 and Duals with ease including Ele I and Sonic I. Then work towards Goddess and 6's which will not be so easy.
Starting Gear:
In boxes that they can open when they reach those levels
Level 1 Armor and Weapons 5 stats on all
(boots increase movement speed by I)
Level 16 Armor and Weapons 10 stats on all
(boots increase movement speed by I)
Level 40 Armor and Weapons 15 stats on all

The General Idea here is to have players easily farm decent gear and lapis and then work and fight to attain end gear items. If factions are unbalanced, events will be held in Capitals and OI bosses will be removed from DD1 and Jungle until factions become balanced again.
Only one account per person will be allowed. No dual boxing.
You can only farm PvP OI bosses if you have an open raid (Players must be fully geared and linked 5s).

Heroic Armor and Weapons = All mobs (Drop Rate 100%)
Gold Coins Level II (2 Million each) = All Mobs (Drop Rate 50%)
Element Level II = Boss (Drop Rate 100% x1 Weapon Only) Spawn Time 12 hours.
Weekly Ice-Cream Events will be Held in 15 PvP Area. Ice-Creams will only stack to 10. (This will mainly encourage 15 PvPers).
30 PvP Areas

Gold Coins Level II (2 Million each) = All Mobs (Drop Rate 50%)

Anyways, its all easy to write this out. I know nothing about scripts or how to even host a dedicated server. But its something I want to do even if there are only 10 players on the server. Obviously improvements can and will be made.
