No one is going to have any good lower level pvp.
Why? Because no one running a server seems to get it -.-
15 and 30 zones aren't just a normal zone where you can throw in a ******* fortune bag plus a boss expecting people to pvp over it.
(get a clue people..if it didn't work once..it won't work again.)
No one understands that in order to draw attention to a zone it has to be UNIQUE.

Now then...once that is done you will get a server with a truly active 15 and/or 30 zone ^_^
Until then...stick to a 60/70 zone unless you want to sit in the lower zones waiting for a dumbass boss to drop the best item in that zone ._.

I disagree with u Snuggly :P fortune bags can actually help it a bit, to draw ppl in those zones to farm (bosses dont help tho, thats true).

Fortune bags can help, yet the way people do it does not.
I don't want to run to 1-15 for a lvl 5 fortune bag with 70 items just because the dumbass "dev" doesn't understand the concept of a pvp zone.
In order to have pvp in a zone there has to be progression as well as a reason to stay there.
Why would I pvp in 1-15 when I can be in 70 where everything in the game is?
But oh...here's a concept what if 1-15 had nos and no other zone did...what if my 1-15 toon was locked in 1-15 and no outside **** can get in and 1-15 items can't leave.
Now that's an idea that draws attention.
The issue in 15 and 30 zones is the lvl 3+ buffs right? Yet no one does anything to fix that.
Well close off the ******* zones dumbasses -.-
If each zone is unique in various ways it draws attention there.
Say 1-15 offers unique lapis just for that zone plus nos. Which creates various ways to use a 1-15 toon without over powering it.
Add in special pvp rewards for that zone. (just add the npc for it in that zone only)
Something like...70 gears in 1-15 yet with 1-15 stats/slots. Just to look different for pvp.
Or special helms there for pvp purposes.
My point is no one thinks as pvp zones as...pvp..zones anymore.
They are just maps that need drops. Which is a really sad way to look at it.

Obviously people lack the brain power to think outside the box anymore.
Plus there's just sooo many ways you can create a unique server.
Shaiya has thousands of items, npcs, quest options, and other things that can just be created through a bit of thought.
Yet no..everyone just puts a ******* fortune bag in 15 zone, a boss in 30, and then 70 items off kanos mobs then calls it a day.

Ok, I agree with Snuggle on the uniqueness, but, I think it should be a unique drop. Particularly what I would suggest for server owners is making DP farmable in the 15-30 zones, and 15-30 gear (a form of it, not the best version of it though, because you should have to be in the zone for a while to get the best of the 15-30 gears) farmable outside of the zones. The whole bringing people's attention to the zone for a drop would work, if there was something honestly going to bring people there. If there was a way to make it so that once you enter the zone, you can't leave, that would be cool. So, you can farm your 15/30 gear to begin to pvp with outside of the zone, and once you enter, you're locked in. Add 2 kinds of Noss that are a rare drop, I mean, a VERY rare drop, KO and Sprinter. Everything you need to build your gear along with the gear itself should be farmable in those zones, WH recall runes should be level 31+, and add a reroll merch in the zones (don't forget that bit haha). Now, like I said, make DP farmable in there, because it's a commodity that can be used for whatever you'd like, it can transfer between toons, and it brings attention, on top of that, for JUST the 15 and 30 zones (this is where I don't know if anyone can actually do this) make kills = DP. This way, yes, there is the farming, but there's also the incentive to be good enough to hold your own, and the incentive to kill the other faction. People will actually WANT to kill the farmers, and the farmers in turn actually HAVE to improve their gear and PvP. (I would say they would need to make the DP you get for kills more profitable than farming it)

Just save yourself some work and make 15, 30 mode spawn in 15 and 30 zone.
Don't have to worry about anything from the outside then.

Let me explain why here..
In every server you go to how much of 15 and 30 zone is active compared to 60/70 zones?
Think about that before saying "I'm creating a strictly 15 and 30 pvp server"
I mean yea I guess I give you points for being different since no one else does that.
Yet despite 99.9% "devs" being stupid..they do at least listen...to a point...to what people want.
Besides Ari..idk anyone else who wants a 15 and 30 only pvp server.
It's just half a server like these instant pvp servers.
You need to create a game. Not half a game or an extremely limited one.
I'm tired of being "nice" and telling people good luck with their ideas.
I've had enough of this "I'm just going to do this and try.."
It's such a waste of resources (players, money, time..sorry to refer as players as resources, but from a stand point of success of a server..you are a key ingredient)
I mean..do you people even take the time to make a server anymore?
Development lasts like...a week then it's up and complete crap..which makes more players LEAVE Shaiya -.-

Snuggle you dont have to be 'nice' and tell us what we want to hear. You got different opinion but i on the other hand am sure there's a LOT of ppl who still love 15/30 pvp its just its usually dead on the servers. BUT when there's a server strictly 15/30 pvp based, then its gonna unite ALL of those who love such pvp, because where else will they go?
