Most site hosts give you the ability to build your website how you want with a mutitude of plugins and extras to help look,feel and functionality of your website. The host I am with is not free but very cheap at just $5 a month including my Domain. They have a huge range of web building tools you can download from them or you can find your own to upload to your site.

I have used Joomla as the web building tool ...relatively complicated but has an unbelievable range of plugin such as Sourcerer- a article(page) tool giving you the ability to include just about any coding type including Php. Your website is probably THE most important thing about creating a server. So I would suggest research into what is out there and what would fit best with your personal requirements.

Also a couple of things to consider .. that I myself had issues with

Stuff here that you need doesn't work so well with a Linux Based web host - Altho Linux has a much easier to understand control panel
Free Web hosts generally look unprofessional and You will always have the extra bit in your Domain name.
Make sure you read instructions and small print - took me almost 3 weeks to retrieve my Domain from a Linux host i couldn't use because of a waiting period before it was released(this is a general thing if you register your domain with a web host, they own it and willl not release it for 90 days)

mh i disagree with u on that one Femme i dont think that ur website is the most important thing. there are a lot more important things then that. ofc a good ones i needed to attract new players but still not that important like other stuff. but u get a thanks from me for ur explanation about the website building

well as i say for one 000webhost supports php and html were in this saying you can modify it as you want and not deal with webs cred they do give you and word press and jamloo its just more of what you aim for the so called noob tool building sites its sad that its just the actual hosters website your using there own premade and you don't remake it to were your players see you have the potential. since most servers that have jamloo and word press i've notice they just use a template and try making it say there owners of the copyrights yet its violation of the real credited owner who made it sad to say it makes you look like a dam nub in the end why don't you take time to learn the basics since i know femme your template is a car template and you did exactly what i explained in my speech so yeah reason why your players you have only 5 online at a time of 2-4 hours differences sad to say that it comes to be that way. this is only a consideration of how players see you as a dev/admin of the server and how you can hold it all up with your own work. do not take this as a bash.

i think and this is only my opinion.

but if you know how to build a site you have tried a few hosts before.

if your new to html i would say webs is the best way to go at first. it's free (if you don't mind the adverticment.

but this as a starter to mabe have more time to work on a real site.

a real html site is hard to make good if your not a real html specialist.

90% of every server use webs and free websites like that to front there game at the start..

but well just my opinion

I use HolyFreyHosting and I'm very pleased with them, I have all my server's with them, and they are very good with their service, and they help out alot. They where the ones that made my reg scripts work, helped me with the dedicated servers etc.
