ok so i just got everything i need to to get the server up and running but when i click on the exe it says check notice board....what am i suposed to do to start up server?

When you post those kind of links, users won't get anything Bane, you should know that.

Check if your IP address is correct, perhaps this is the issue you are having.

so your saying dont use the 127.0.0.1 ip code that all the tutorials show? use my own ip

You need to use the IP Which is ur "Public IP" In Your "Server Patch Configer"

Btw, don't forget :

Login -> Right Click -> Command -> /vchkoff
( In Server Patch Config ... )
Game -> Right Click -> Command -> /nprotectoff

Just use my database release i added 2x login don't need to manually type /vchkoff anymore :P
