As far as the question goes, without having some form of anti-cheat that checks for running processes on the client end of things (Remember GameGaurd?), there isnt much more than can be done---or not to the extent of my knowledge anyway. Even if you managed some form of Anti-Cheat, where there is a will, there is a way. A bypass would soon be in the works.
Server side checks can be added to compare rate of movement and distance gained within set times, however, doing this on a constant basis for each and every player on your server would open you up to a very painful drop in server performance.
