Help me start a pserver?^^

Hello. I have no knowledge of setting up a server, but have knowledge of running one. I also have the resources. I need someone to help me develope and set up a private server. I will buy dedicated hosting from Godaddy.com. I just need someone who knows what their doing and are willing to help^^. What I want to do is create a ep3 pserver, that brings back the old pvp style, and farming. I want the drops to stay the same rate. Xp to be normal rate. Only increase is each quest gives 1 level at least (ik theres more than 60 quests >.>) but still just so you gotta work a little for 60 and cannot kill 3 mobs to get it. And AP items to be free. I would not recommend godaddy for starts.(customer service is Horrible.)
Also I would not recommend ep3 because of this: No plvls.
