Open the database SSMES go to PSUserdata expand it, expand tabels, right click on DBO.Users_master, fill in the user id password that jazz, then on and admin level put in 255.

Im not sure what you mean by Full Habilits/Full Person. For Commands, you can find the GM commands here:
