Try using a clean sro_client.exe.. Since mastery limit is stored in sro_client maybe you edited wrong when tried to set it to 130..

There is a problem though, when you add effect for npcs in txt file it looks not on the right place.. all effects goes down to the floor even if you set it to be on npc...

You just have to copy unique/mob SkillsID from _refskill and add the skills on DefaultSkill_X columns in _refobjchar for the respective pet mount..
