First off, What version 2moons or EU Dekaron? Secondly what was you doing when you got IP Banned.
If its just an IP Bann it will be easy to get around but i reckon they will bann your account also.

I think he wants to go back to 2.8.14 so he can do the Argate upgrade glitch and the way you said will not work.
