nop, make cooldown if no players around. but if there is a player it will attack with normal cooldowns ;-)
I made this shit some months ago, and this is just a snippet.

I fixed some bugs in your version. cause I had connection lost when I used storms, now fixed and made variable so u can choose storm ids ^^...
