Unhappy Question about multi-acc with last patch

can you do multi-acc with the last patch(03/23/2012) ?
as i remember, i could open many accs, but with this patch it isnt able for me :( any suggestion.. etc?

my friend got too a mov speed bug and he had less than 200 and with debuff he got 252 mov speed (class : zerk)
