The problem is that too much special flash effect in the server. Bigpoint now on the way to change the client from flash to HTML5, if they change it, they will able to merge the servers. But they need to rewrite everything!
See I know that is not from anywhere official as it is wrong. Currently, there are only 10 Mega Servers, not 11.
Mega Server 10 is the following Servers:
US East
US West
Global America 1
Global America 2
Latin America 1
Latin America 2
Global Asia 1
If this was 'leaked' from Bigpoint, or a mod team, I would go ahead an guess they would get their current servers correct... At least in my opinion
With that being said, I am not saying it won't happen, and I am not saying it is not correct, but you can not trust that image really... We will just have to wait and see

Server runs on JAVA so server crashes are totally irrelevant to what client they use, it's the lagg caused by rendering the assets in an browser (i.e. Chrome) that make this game unplayable at times..
Also for anti-bot measurements it is more wisely to swap to a client rather than port the game into HTML5..

in MS5 every time we try shoot island from enemy side game lagg as hell..till they group put new cadoks or rpr the existing ones and this goes on 4 months now
