Buy doubler and bot 12/7, it will take longer but you will get what you want. Jk of course, seriusly there isn't any better way to do it. Only can get them with hard work

Since beta it was nerfed so that if the primary wear didnt wear it when the buff was up it would dissapear.
If you cast it on a pet (or another player) you can switch the hat out without losing the buff on them.
