Therer are people on my Server Botting 24/7 since years with scar and collecting shinies ->BM and the get reported everyday and nothing happens so i dont think anything happens after report

You're right, its very hard for bigpoint to proof you're botting. As you dont have to shoot back at people.
However if you do it 24/7 you will get caught faster.
