If real admin who is ready to offer acp for money he will definetly make test for everyone that ask's for it. Admin cannot lose anything by doing that.

Test means trust and trust mean's buyers. Imagine yourself as a admin, would you make test for everyone that ask's for it and gain money or would you tell you wont make any test because i'm lazy ***, and no money ^_^
