It's the following:

Skills: Carpenter repairs 30% more hitpoints
Castle: Repairs 30% more hitpoints
34% Gem: Repairs 34% FASTER
Repair buff: Repairs 25% FASTER

But I've known that the max is 7k/sec. More is not possible.
