is there a way to extract the 3d models of weapons s4 league ???

yes there is, but it's hard.

and would not be able to tell me what program to use I believe they are the ones file.scn models but do not know how to open up for export to .obj

Try it with 3Ds Max.
(But it could be useless if you are a beginner But whatever.. everyone can learn)
